Programme Description
General and specific objectives
DCSF is committed to encouraging the diversification of the study of modern foreign languages in this country. This policy underpins an agreement with the education authorities in China to promote the development and enhancement of educational collaboration at the general education level.
This programme provides grants to schools and colleges in England to link with schools and colleges in China. Activities funded include Mandarin language immersion courses, study and school-linking visits, joint curriculum projects and ICT projects.
The aims of the programme are:
to establish sustainable links that will impact on the development of the schools and colleges involved
to provide professional development opportunities for staff
to enrich the curriculum and support language awareness and learning

Joint curriculum: This programme aims to increase understanding and to create strong working links between English schools/colleges and schools overseas. The objectives of the programme are:
- to build on the opportunities for international co-operation between schools;
- to promote school partnerships and mobility for pupils and teachers;
- to contribute to the professional development of teachers and educational staff;
- to add value to the learning experience of pupils;
- to raise standards in language learning.
The activities should promote cultural understanding between participants and generate interest in language learning.
Joint curriculum projects enable schools to work collaboratively on a joint project of common interest. A project must support and be integrated into the curriculum of both partner institutions.
Priority will be given to schools:
- who have not previously received a joint curriculum project grant and / or have little experience of international activity;
- working with disadvantaged young people and those in priority target groups (SEN, looked-after children, those eligible for free school meals);
- have demonstrated a plan for sustainability of the partnership.
Possible thematic areas for projects include:
- Literacy: Story telling and cultural heritage of participants; the development of literary traditions;
- Arts and crafts education: joint exhibitions; using the web;
- History and Geography: local and regional identities; the cultural inheritance of participating pupils; literary history;
- Sport: raising awareness of a sporting culture; learning different sports; tournament;
- Science and Technology: protection of the environment and related issues;
- PSHE: (global) citizenship, intercultural understanding.
Eligible schools: Primary, secondary and special schools, as well as colleges of further education, with a partner school in China.
The programme can support projects for up to one academic year. Funding can be used to cover the following costs:
- Pupil mobility (with accompanying teachers), including local travel in partner country
- Accommodation and subsistence costs (if applicable)
- Materials (including specialist inputs for the project, software and small items of hardware not exceeding £200)
- Administration costs (including communication)
- Evaluation and dissemination costs
- Staff time (cover)

Funding for visiting the partner schools is available. The benefits of visiting the partner school are

District and School Partnerships - AREA LINKS BETWEEN ENGLAND, WALES AND CHINA: The area must
- wish to develop a strategic link for joint curriculum and joint professional development.
- be committed to introducing Chinese into the curriculum or as an extra curricula activity, as well as increasing the presence of China in the curriculum over the three years of the project.
- must have a letter of commitment from the Chinese partner region.

Expected or achieved outputs, outcomes and impacts
The programme is expected to impact on the development of the schools and colleges involved, through professional development opportunities for staff ; to enrich the curriculum and improve language awareness and learning.
It is anticipated that the delivery of certain aspects of the National Curriculum can be enriched through links with schools in China and that students and their teachers in these countries will also benefit from such ties. DfES has therefore agreed with the British Council a strategy for the support of the study of Mandarin Chinese, through direct access to native speakers, school linking and collaborative activities.
Results:
Pupils participating in this programme will: experience global dimension in their learning, develop their interest in the culture of China and improve their competency in the Chinese language, Schools participating in the programme will: integrate an international dimension into their curriculum.
Community Cohesion is encouraged through clusters of schools in an area working together on an international school partnership.
