Programme Description
General and specific objectives
UK-India Education and Research Initiative (UKIERI) is an initiative which aims to create a 'step change' in educational relations between India and the UK, so that in the longer term the two countries become each other's partner of choice in education. The programme’s initial duration is for 5 year, from 2006 – to March 2011.

Objectives
By strengthening institution to institution collaboration and promoting stronger links to industry and related communities, this initiative will lead ultimately to India and the UK being each other's preferred partner. The initiative will be flexible and responsive to the needs of these partners so that good ideas that contribute to relevance, sustainability and impact of the partnerships will be welcomed. Proposals will be peer reviewed but the proposal, selection and implementation requirements will be minimal, with excellence, relevance to the UK and India, quality of planning being important criteria.
 
Priority actions
The three main strands of the initiative are – Higher Education and Research, Schools and Professional and Technical Skills. The Initiative also presents an opportunity for high level dialogue between the two countries on areas of mutual policy interest such as quality assurance, international standards and credit recognition schemes. Following a successful mid programme review, UKIERI secured further funding to establish new programmes specifically designed to increase student mobility between India and the UK (SIP & GWEP, below).

Higher Education strand:
The highest percentage of UKIERI funding has been channelled toward HE research collaborations; the initiative supports staff and student exchanges, promoting new links between Higher Education (HE) institutions and research centres of excellence. All institutions intending to cooperate are invited to submit project proposals. Research cooperation projects might include staff secondments, exchanges of postdoctoral and other research workers and support for postgraduate research students in both UK and India.
Further significant activities under this strand include the development of joint/dual course delivery and encouraging doctoral/post doctoral collaboration through researd fellowships and research scholarships.

Professional and Technical Skills
The major activities under the professional and Skills strand is to promote partnerships between UK and Indian Further Education Centres of Excellence to develop collaborative projects, exchanges and work placements. The two major focus areas are Financial Skills sectors including banking, insurance, securities and actuarial services; and Creative Industry sectors including fashion, textiles and film/television and animation. Other such areas may be identified in collaboration with corporate partners.
The Professional and Technical Skills strand involves:
development of high-value skills training and education partnerships in the field of professional and technical skills;
development of specialist provision, for example short courses in new and emerging sectors of the selected industries or to tackle high priority skills shortages;
participation of businesses and other stakeholders and opportunity for them in the capacity of employers to influence the development of standards and programmes to ensure that their needs are met effectively;
opportunities for partner educational institutions to gain benefits from shared curriculum, innovative approaches to delivery and staff exchanges and development;
opportunities for students to undertake industrial placements.

Schools Strand:
The UK-India Education and Research Initiative (UKIERI) supports partnerships between clusters of schools in India and the UK which involve collaborative projects for pupils and professional development for teachers and head teachers. The initiative is funded by the DfES, Foreign and Commonwealth Office and British Council, with contributions from the Office of Science and Technology, the devolved administrations and corporate sponsors.
The School Partnerships Strand of the UKIERI was launched to contribute significantly to the UKIERI's aim of creating a life-long relationship between young people in UK and India and to assist them in meeting their need to live and operate in a global economy. To meet this aim UKIERI facilitated partnerships between clusters of school in India and UK . The successful clusters first met and chose their partners at the Contact Seminar.

Student Mobility:
Following a successful mid-programme review, UKIERI secured further funding to establish 2 new programmes specifically designed to increase student mobility between the India and the UK. The Study India Programme (SIP) enables 400 undergraduate students from across the UK to undertake a 3 week cultural immersion programme in India. Its counterpart, the India Graduate Work Experience Programme (IGWEP) aims to provide UK internships to 90 top Indian graduates.
 
Management and coordination
The governance structure is as follows:
There is a Board made up of all the partners and stakeholders, which is responsible for the strategic direction of the programme. Beneath this is a Project Management team, made up for FCO, DIUS and BC colleagues, they meet monthly to pass all management decisions. The operational co-ordination is led by the British Council.

 
Expected or achieved outputs, outcomes and impacts
Target: 50 new collaborative research projects linking centres of excellence
Progress to date: 103 research collaborations (6 Majors, 67 standard awards and 30 DST-UKIERI joint awards)

T: 40 new award programmes delivered collaboratively in India with 2,000 students enrolled
P: 27 Collaborative Programme Delivery awards with 1,500 Indian students enrolled

T: 300 Indian schools linked with a similar number in the UK and 300 teacher/head teacher exchanges
P: 37 clusters of schools in partnership involving over 350 schools

T: 6 new Professional and Technical links in financial services and creative industries
P: 16 Professional and Training links in financial services, creative industries and oil and gas

T: 25 events in policy dialogue and networking across strands
P: 35 events in policy dialogue and networking

T: 400 UK undergraduates participate in Study India Programme
P: 200 participants in 2009, 200 more students have been offered places for summer 2010.
