Programme Description
General and specific objectives
The central role of education is key to supporting the sustainable development of partner countries.
As a vehicle for training and transmitting information, education also creates major synergy with other areas of development, especially health and environmental protection.

Priority actions
- To improve teaching quality at all levels, via teacher training;
- To contribute to the strengthening of institutions via support for school management and aid in reformulating curricula;
- To aid the training of GB students in a range of fields, by providing study and research grants;
- To promote Portuguese as a central vehicle for education and training;
- To enhance the role of specialized education levels – e.g. higher education and technical/vocational training – as a vehicle for sustained economic and social development

Expected or achieved outputs, outcomes and impacts
Expected/achieved impacts:
- Strengthened scientific autonomy of Guinea-Bissau’s tertiary education level through the training of scholars;
- Strengthened access to and quality of the secondary education system through the provision of competent teatchers;
- Strengthened public administration through the provision of human resources with adequate skills;
- Strengthened technical skills available for private sector employers.

Expected/achieved outcomes:
- Courses supported – 3 HD level (Law, Public Administration, Portuguese Language);
- Inter-university partnerships created − 2;
- Number of Disciplines under scientific responsibility of national teatchers − 30 currently (Bissau’s Faculty of Law);
- Number of students achieving HD home − 214 total since the start of the tertiary education programme;
- Number of students achieving post-graduate level studies in third countries that have returned home − 30 total;
- Expected trainee pass rate – 80%;
- Teaching materials supplied;
- Number of subjects taught − ongoing scolarships are divided into 6 scientific areas (Law; International Relations; Engineering; Economy; Administration and Management; Sociology) and spread over 26 fields of expertise;
- Number of grants awarded in Portugal per academic level – currently 24 HD; 20 PhD; 3 Doctorate; 29 Defence sector;
- % of grants awarded to women − ca. 40% (civilian)

Expected/achieved outputs:
- Total number of participants − ca. 570 per school year, of which: ca. 430 students attending the 3 supported HD level courses in Law, Public Administration and Portuguese Language; 76 scholarships in third countries, 30 of which PhD and Doctorate; 60 domestic grants awarded
