Programme Description
General and specific objectives
To develop and organize cooperation in the areas of further and higher education, scientific research and technology
 
Priority actions
The two sides commit themselves to developing cooperation in the areas of Higher education, scientific research and technology in order to establish a process of cooperation which foresees:
- mobility and exchange of researchers and visiting professors and lecturers
- the organisation of high-level scientific visits for the benefit of doctoral and post-doctoral research in the fields of common interest
- the training of trainers through the organisation of specific courses in Tunisia and Malta
- the establishment of common projects for teaching, for the realisation and production of multi-media teaching tools
- the realisation of common projects in the fields of scientific research and technology
- the exchange of documents and information in fields of common interest

Expected or achieved outputs, outcomes and impacts
- The two sides encourage the participation of researchers and university lecturers in activities of a scientific nature organised in the two countries by their universities and research centres and will work towards the development of University teachers and scientific research through the exchange of research students and through programmes which the two sides will develop annually.
- The two parties support cooperation in the framework of European Programmes, in particular the Erasmus Mundus programme
- The two sides will exchange annually four summer scholarships in order to enable Tunisian students to follow English Language courses by a Maltese educational facility specialising in the teaching of English and Maltese students to follow Arab Language courses at the Bourguiba Institute of Modern Languages.
- The Maltese side will participate in the activities of the linguistic village organised by the Tunisian side during the summer months through lecturers mastering the English language
- The two sides collaborate in the scrutiny and evaluation of diplomas delivered by university institutions of the other country for the purpose of the establishment of equivalence.
- The two sides encourage research teams from the two countries to create bilateral research projects and to participate in multilateral research projects especially within the framework of the European Union’s framework for research and development (Framework Programme for Research and Development)
- The two sides encourage partnerships between higher education institutions and professional domains and the impact of innovative research findings on enterprise which will contribute financially to the realization of targeted scientific programmes.
- The results of research and development and other information resulting form cooperation within the framework of this agreement shall be published and used commercially by mutual agreement and in respect of international conventions relative to the protection of rights and intellectual property implemented in the two countries.
- The two sides shall encourage services rendered according to national and international quality standards in the field of higher education of the two countries and shall recognise qualifications in conformity with the legal requirement in the country where such services are provided.
- Both sides shall encourage cooperation between entities in charge of evaluation, quality assurance and accreditation in the field of higher education and scientific research in both countries.
