Programme Description
General and specific objectives
The target areas of the Finnish neighbouring area co-operation are in North-West Russia, namely St. Petersburg, the Regions of Leningrad and Murmansk, the Republic of Karelia as well as the Region of Kaliningrad. Projects that are implemented within this programme have to observe Finland's strategy for cooperation in the neighbouring areas and to comply with current regional analyses and programs.
Priority actions
The priorities in 2009 – 2013:
- to improve the organization of the educational process through the development of models that guarantee conditions conducive to learning and individual development of each child.
- to improve of the quality of general education by increasing the community participation in evaluation in Murmansk Region.
- to contribute to the successful implementation of the St. Petersburg City Programme “Tolerance” in the field of education and learning and national programs of Finland and Austria introducing the intercultural dialogue at school through direct school cooperation in 3 countries.
- to create a favourable environment for the use of ICT in the education and training that will lead the schools to develop a learning culture where e-learning will be in a meaningful role and effective use.
- to create favorable conditions for the innovative development of the educational institutions of the Republic of Karelia and Finland and to contribute to the forming of the entrepreneurship culture in the schools and other stakeholders involved in the educational process.
- contributing to the lifelong learning development through validation and recognition of learning outcomes in Russia.
- to advance the social partnership between vocational training institutes, employers and enterprises and regional authorities by extending the cooperation needs into practices, strategies and operational plans.
Management and coordination
By the order of the Ministry of Education, FNBE administrates the educational co-operation of Finland and its neighbouring areas. The activity is jointly financed by the Ministry of Education and the Ministry for Foreign Affairs. In 2010, FNBE administrates 3 neighbouring area projects with a total budget of around 400 000 EUR. Annually it launches 1-3 new projects and organises 1-2 major dissemination events.
Expected or achieved outputs, outcomes and impacts
Sustainable development impacts through facilitating the development of educational structures and establishment of close and continuous contacts with the target regions.
