Programme Description
General and specific objectives
The two countries agreed to organize:

- Exchange of materials, laws, governmental decisions, research etc.
- Periodic meetings of the experts and managers from the neighboring cities and towns.
- Trainings of the Moldavian professionals in Romania.
- An informational system for knowledge transfer and analysis of the main labor institutions, aiming to create a common legislation for the two countries.

 
Priority actions
The two states will organize exchanges regarding:
- The social protection systems, financing the social policies and taxes calculation and management.
- Financial implications of the social programs
- Determining the poverty line and planning the social security programs for social disadvantaged people, managing the social security programs and institutions.
- Labour legislation (the employment contract in the public and private sector), collective bargaining, working hours and legal holidays, legal responsibilities, proving the length of service, solution of collective disputes at the work place, organizing employers and trade unions, organizing the social partnership and a tripartite system between employers, trade unions and government
- Organizing and controlling the health and safety at work, researching, proving and reporting accidents at work and occupational diseases.
