Programme Description
General and specific objectives
- Assistance in the development of the third countries with help of highly qualified human resources
- Promoting social awareness of the needs of third countries
- Education of the Polish specialist in the international environment
- Foster the mobility of students
- To give students with Polish origins the possibility of going to Poland to study after high school

 
Priority actions
- Incoming – enrolment of students for the 1st, 2nd and 3rd cycle of studies in the higher education institutions
- Sending out of Polish students
- for the partial education in foreign higher education institutions, increasing of mobility of Polish students
- for the participation in foreign languages courses

Results:
The exchange of students takes place with third countries under bilateral agreements, but there are also exchanges of students with third countries even if there are no international or bilateral agreements.
Agreements:
Albania
The rules and conditions of cooperation have been agreed between the Ministry of Education of Poland and the Ministry of Education of the Albanian Republic within a cooperation program in the field of higher education for the years 2007-2010.
The programme foresees the organisation of academic scholarships and summer language courses (in Albanian) for 3 students.
Belarus
The cooperation is foreseen in the frame of the cooperation programme between the Ministries of Education signed in Warsaw on 28 April 2005. The agreements foresees 12 Man-Months for academic staff.
China
The collaboration is based on the agreement between the Ministries of Education on cooperation in education matters for the years 2004-2006. The agreement foresees the exchange of 35 students and teachers for annual scholarships/fellowships.
Egypt
The collaboration is based on the agreement between the Ministries of Education on cooperation in education matters for the years 2007-2010.
The agreement foresees 40 months for academic-research scholarships and PHD in different disciplines, realised in Egyptian institutes and universities.
80 months in the Centre of Mediterranean Archaeology of the University of Warsaw
Israel
The cooperation programme between the governments in the area of education and culture for the years 2005-2008 foresees:
3 summer scholarships for the study of Hebrew
4 academic/research scholarships of the duration of 8 months
Japan
The collaboration is based on the agreement between the Ministries of Education in education and technology. The Japanese part offers 8 scholarships for post graduate studies for 18 or 24 months for students, graduates and academic staff.
YEMEN
The collaboration is based on the agreement between the Ministries of Education for cooperation in the areas of higher education for the years 2005-2007. The agreement foresees:
5 places for 10 months scholarships for Arab courses or academic/research scholarships.
Mexico
The collaboration is based on the agreement between the Ministries of Education for the years 2005-2009. The agreement foresees maximum 7 scholarships (of the duration of 3 to 12 months).
The offer is targeted to students of the second stage of tertiary education, post graduates, PHD students and young academic staff with good knowledge of the Spanish language.
Russia
The collaboration is based on the agreement between the Ministries of Education for cooperation in the areas of higher education for the years 2005-2008. The agreement foresees six-monthly scholarships for students of the second stage of tertiary education who are learning Russian. The agreement also foresees 60 men-months for fellowships for academic staff and PHD students.
SERBIA
The collaboration is based on the agreement between the Ministries of Education for cooperation in the areas of higher education for the years 2002-2005. The agreement foresees:
Scholarships for academic internships of the duration of 1 to 9 months
Scholarships for six-monthly studies for students learning Slavic languages
Scholarships for summer curses of Serbian culture and language
Tunisia
The collaboration is based on the agreement between the Ministries of Education or the years 2005-2008. The agreement foresees 4 scholarships for summer courses of Arabic language organised by the Tunis University and the Language Institute.
Turkey
The collaboration is based on the agreement between the Ministries of Education for cooperation in the areas of higher education for the years 2003-2006 (automatically extended). The agreements foresees:
38 scholarship months for language courses and academic-research internships for students and PHD students
7 2 monthly scholarships for students and teachers of Turkish language in different institutions across Turkey
UKRAINE
The agreement signed by the Ministries of Education in 2001 is still valid. It foresees:
10 persons for six-monthly studies
40 men-months annually for academic-research scholarships for academic staff
Vietnam
The collaboration is based on the agreement between the Ministries of Education for cooperation in the areas of higher education for the years 2005-2008. The agreement foresees 10 scholarships per year for students, PHD students and academic staff.
