Programme Description
General and specific objectives
- cooperation in education, science, culture and other spheres offers knowledge and encourages understanding between Ukrainian and Latvian people
Article 1
The countries entering the Agreement will develop and maintain cooperation between education, science, culture, sport, tourism, youth politic, press and publishing, radio and television, cinematography sphere organisations and institutions of both Sides, guided by the principles of mutual respect and good neighbour relations.

 
Priority actions
Article 2
The Sides entering the Agreement guarantee in the scope of their possibilities the preservation and development of the Latvian minority in Ukraine and Ukrainian minority in Latvia ethnical, language and culture specifics.
To reach these aims the Sides:
-According to the needs of the Latvian national minority in Ukraine and Ukrainian national minority in Latvia and the possibilities of the Sides entering the Agreement will open pre-school establishments and schools (groups and classes_ with Latvian teaching language in Ukraine and Ukrainian teaching language in Latvia;
- will support the creativity of the respective minority;
-will promote the conditions to satisfy the religious needs of the national minorities;
-will encourage the exchange of printed publications between the libraries of both countries;
- etc.
Article 3
The Sides entering the Agreement will develop cooperation in the spheres of education and science by:
-preparation, rising the qualification, requalifying and training scientific workers in the education and science establishments of both countries;
-carrying out exchange of students, aspirants, doctors, scientists, pedagogues, and specialists on a mutually coordinated, facilitated entry and residence conditions, offering free visas to the representatives of the above mentioned institutions in the framework of education and science agreements concluded on the basis of this Agreement;
-promoting direct contacts between the (state) education management, education and science establishments, enterprises, and separate scientists and specialists;
-undertaking common scientific research and exchange of scientific information, equipment and exchange programmes necessary to undertake common work;
-organising common scientific conferences, symposia, seminars, exhibitions, as well as inviting scientists and specialists to scientific conferences that take place in either of the countries;
-developing common scientific centres and creative teams;
-encouraging the mutual exchange and purchase of scientific and study literature published by both Sides.

Article 4
The Sides will review questions about general secondary, professional technical and higher education certifying document as well as scientific degree and title mutual recognition, to prepare the conclusion of corresponding agreement on the mutual recognition of education documents.

 
Management and coordination
Ministry of the Education and Science is responsible for the implementation of the agreement and coordination of activities related to the science education and sport. Also State Education Development Agency (SEDA) subordinated to the ministry participated in the process connected with the scholarships. Agency coordinates also allocation of the foreign scholarships to the students of Latvia and it is planned in the long run that also SEDA will also coordinate scholarships that are allocated by the government of Latvia. Ministry of Education and Science supervises this process.

Expected or achieved outputs, outcomes and impacts
Strengthening of cooperation in the field of education, science, culture and sport
University of Latvia have entered into cooperation agreement with the T. Shevchenko University of Kiev.
During the academic year 2007/2008 2 summer school scholarships were allocated to the students of Ukraine.
