Programme Description
General and specific objectives
Strengthen friendly relations and promote exchanges in the spheres of education and culture as well as rising awareness, particularly among youth, of the history and culture of the people of both countries.
Priority actions
Parties shall promote exchange of information and constructive contacts between the two countries in various aspects of education;
Encourage the development of cooperation between their educational institutions;
Within the available budgetary limits, promote the exchange of information, experience, documentation and experts in the following areas:
Educations system of both countries
Teacher's pre-service and in-service training
School organisation and management
Education regulations (such as service regulations for teachers, etc)
Special needs education
Civic education
Gifted children education
Cultural and religious integration of minority groups (including joined projects)
Anti-drug programmes (including joint projects)
Foreign language teaching
Informal and formal education
Collaborative learning
Inclusive education
Culture and Heritage
Adult education (LLL)
Science and technology education
Youth contribution to the community
Development of life skills
Arts education

Focus is also on encouraging (history) teachers to participate in courses on Holocaust, promote teaching of language, literature, history, traditions, and culture of the other at the respective primary, secondary and higher education institutions. Both Parties shall encourage recognition of education certificates, diplomas and academic degrees. Encourage cooperation among schools on various projects on ICTs.
Both Parties offer scholarships. The Latvian side will offer 2 scholarships for Israeli postgraduate or research students for one academic year on annual basis as well as 2 scholarships for studies in international summer schools organized by the Vidzeme University of Applied Sciences ( and the Riga Technical University ( The Israeli party will offer annually Modern Hebrew language summer courses and specialization scholarships for one academic year for postgraduate or research students who wish to undertake studies at an Israeli university.
Both Parties encourage direct cooperation between universities, academies of sciences, scientific and research institutes.
Parties will encourage cooperation between universities through exchange of publications, participation in seminars. Both Parties enable participation of 3 academics in national and international conferences/seminars and other similar events for a period of up to 5 days each.
Parties will also support student exchange programmes, youth cooperation and networks as well as and mutual projects of professionals and experts in the field of youth.
Both Parties encourage cooperation in sport, mainly by exchange of sports teams, trainers and experts in diverse disciplines.
According to the above mentioned Agreement, the Parties approved the Program of cultural, educational and scientific cooperation between the Government of the Republic of Latvia and the Government of the State of Israel for the years 2007-2010

Management and coordination
Ministry of the Education and Science is responsible for the implementation of the agreement and coordination of activities related to the science education and sport. Also State Education Development Agency (SEDA) subordinated to the ministry participated in the process connected with the scholarships. Agency coordinates also allocation of the foreign scholarships to the students of Latvia and it is planned in the long run that also SEDA will also coordinate scholarships that are allocated by the government of Latvia. Ministry of Education and Science supervises this process.

Expected or achieved outputs, outcomes and impacts
Strengthening of cooperation and exchanges in the field of education, culture and science.
Students from Israel are studying in the University of Latvia, Riga Stradins University and Riga Technical University.
