Programme Description
General and specific objectives
The Programme seeks to encourage development of internationalisation of higher education to:
• Enhance its quality;
• Ensure compatibility of the Lithuanian higher education with the higher education systems of other European states; and
• Contribute to the creation of its positive image on the global scale, providing more favourable conditions of studies and research in Lithuania for gifted students of European and third countries.
The updated programme also includes issues of promoting the Lithuanian language teaching and research in foreign countries, support for structural cooperation between such Lithuanian (Baltic) study centres abroad and higher education institutions of Lithuania

Priority actions
Renewal of the legal basis, enhanced international institutional partnerships, development of academic mobility schemes, encouragement of higher education and research institutions’ more active engagement in international projects and events, enhanced competence of tertiary education teachers, more active promotion activities.
Management and coordination
The Ministry of Education and Science is responsible for coordination of the Programme. Other institutions to implement different measures provided for in the Programme are: Ministry of Foreign Affairs, Ministry of the Interior, Migration Department under the Ministry of Interior, Centre for Quality Assurance in Higher Education, Education Exchanged Support Foundation, Lithuanian State Science and Studies Foundation, public higher education institutions.
Expected or achieved outputs, outcomes and impacts
Better visibility of the Lithuanian higher education system, enhanced quality of studies and research, greater numbers of international students in Lithuania, more joint and double degree programmes, joint research projects, developing innovative teaching methods and modern technologies in the process of teaching and learning, facilitated migration procedures for third country nationals, etc.
