Programme Description
General and specific objectives
Increasing globalization requires a stronger specialization of institutions of higher education, more exchanges of students and scientists as well as a further internationalization of our institutions of higher education. This policy aims to prepare Germany for the new challenges of a knowledge-based European economy and society.
The Federal Government is supporting German institutions of higher education in their efforts to assert themselves in growing international competition. Higher education marketing is to attract students, young scientists and researchers worldwide to studies and research at German institutions of higher education.

 
Priority actions
* Supporting German institutions of higher education in their efforts to attract more students and young scientists under the motto "International Careers made in Germany".
* Supporting German institutions of higher education in developing their own study programmes abroad.
* Supporting German institutions of higher education in attracting top scientists from abroad for scientific work at institutions of higher education and research in Germany.
* Incentivising qualified young scientists from Germany who are conducting research in the US to continue their career in Germany (by addressing questions of their life situation, US experience, career plans, plans to return and the perceived obstacles to returning for young German scientists living in the US as postdoctoral scholars).

The unit in charge of coordinating this programme within the Federal Ministry of Education and Research (BMBF) is unit 416 International Exchanges in Higher Education, Internationalization. It is headed by Dr. Birgit Galler.
