Programme Description
General and specific objectives
FITEC programmes are bilateral cooperation programmes between higher education institutions in France and abroad for the training of engineers (Master's level).
They are based on the principle of partnerships, that are set up and developed by the institutions themselves.
The main objective is to the promote exchanges between engineering students for significant training periods (minimum 2 semesters) in the partner countries.
The programme CHILFITEC (CHILe France Ingénieurs TEChnologie) is the third FITEC programme for the training of engineers supported by the Chilean Ministry of Education and French Ministries (MAEE , MENESR) and coordinated by CDEFI.

The programme is based on projects set up in partnership between French and Chilean education institutions , that respond to an annual call for proposal, and are committed to implement in a reciprocal way the mobility of student and teacher mobility. The same procedure is planned for the MEXFITEC program in cooperation with Mexican universities.

 
Priority actions
Priority actions are :
- Exchange of students that are registered on an engineering course (for instance in Chile or Mexico, engineering students graduated ; in France : engineering students registered in the last three years of training);
- Exchange of teachers that are connected to this training;
- Meetings between the actors in the partnership between the institutions.

 
Management and coordination
The programme is the third FITEC programme for the training of engineers supported by the Chilean Ministry of Education and French Ministries (MAEE , MENESR) and coordinated by CDEFI.
CDEFI is in charge of the scientific and administrative coordination.
MEXFITEC is also placed under the supervision of a mixed coordination Committee (Franco-Mexican).

 
Expected or achieved outputs, outcomes and impacts
The expected outcomes are :
- To create and strengthen durable partnerships between Chilean/Mexican and French education institutions, through the exchange of students/ teachers
- Develop the international dimension of professional opportunities through internships in the companies of the partner countries.
- Create the conditions for the creation of networks of institutions, that are committed durably to the improvement of the training of young people in the field of engineering sciences technology.

The FITEC programmes offer a general structure for the actions of the education institutions, it is a tool to structure the bilateral relations of these institutions which are encouraged to organise themselves in networks.

Results and Outcomes:
MEXFITEC: results for the period 2009-2010
During the first year of its existence (2009) the programme imposed itself as major element of the scientific cooperation between the two countries. In terms of student mobility, the flow of French students going to Mexico was 5 in 2009. With regard to Mexican students coming to France, a leverage effect was observed, since the number of grants to students is increasing by the various contributions obtained through the voluntarism of the French schools (subsidies given by the local authorities for instance). In 2009, more than 80 Mexican students took part in MEXFITEC.

CHILFITEC
For its first year of existence, CHILFITEC sent 3 french students in Chile. But this number will grow rapidly next year because of the development of partnership with Chilean universities.

The success of these programmes lie in the consolidation of existing links between partner countries, in creating real partnerships between training pathways that can enrich each other. It has successfully encouraged the formation of networks between schools.
