Programme Description
General and specific objectives
The aim of the Kristjan Jaak scholarship programme is to support the outward mobility of students and junior academic staff of Estonian higher education institutions.
 
Priority actions
Scholarships are awarded in three categories:
• Annual studies abroad – scholarships for Master’s and PhD students for annual studies;
• Short-term studies abroad – scholarships for Master’s and PhD students for 1-5 months studies;
• Study visits abroad – scholarships for Master’s and PhD students and junior academic staff for visits lasting up to 3 weeks.

 
Management and coordination
The programme is coordinated by the Centre for Higher Education Development, Archimedes Foundation. The Archimedes Foundation is an institution working in the jurisdiction of the Ministry for Education and Research.
The programme is funded by the Ministry of Education and Research (100% Estonian government). Central application process, selection committee is used. There are 4 deadlines annually. Grants cover all costs related to the visits. Lump sum based funding – fixed amounts per destination country.

 
Expected or achieved outputs, outcomes and impacts
A total of 1346 grants awarded between 2003 and 2010 in the amount of 3.5 MEUR.
In 2009/2010 we awarded:
• 34 annual scholarships (total of 380 000 EUR)
• 31 short-term study scholarships (total of 130 000 EUR)
• 127 study visit scholarships (total of 125 000 EUR)
Approx. 1-1.5% of Estonian Master’s and PhD students use the grant annually. It is a well-established scheme, no major changes in management or funding have been foreseen for the coming years.
